Background
Despite the strong economic growth experienced by the Russian Federation, many in this country remain socially or geographically excluded. Migrant workers in Moscow and the 252,000 members of the indigenous populations from the Great North, from Siberia and the far east have very limited access to healthcare. In this context, MdM supports a community-based programme for the indigenous populations and works with migrants in Moscow.
Supporting a communitybased health programme for the indigenous populations
»ACTIVITIES
MdM’s programme aims, above all, to support the regional health department in building capacity among community health agents by training these agents in diagnosis in isolated situations, by providing first aid materials and by providing high quality training to the health authorities. A project to raise awareness of the risks associated with excessive alcohol consumption has also been set up, with a particular focus on adolescents and pregnant women. Finally, MdM is working on strengthening the community-based approach of the regional institutions and supporting co-operation between the regions.
»OUTLOOK
In order to institutionalise the community health agent training within the Russian university system, the project should achieve official recognition from the Russian Ministry of Health and Northern medical faculty for this training. A key aim is to integrate the community health agents into the health system. The complete hand-over of the programme to the regional authorities and an inter-regional cooperation group will take place in 2009.
Access to healthcare for migrants
»ACTIVITIES
With the goal of helping migrants to overcome the various obstacles which prevent their access to healthcare, MdM has carried out many specific actions. Firstly, a migrant hotline providing medical advice and guidance was opened. MdM also provides medical consultations and accompanies patients as they attend appropriate medical services. Migrants also receive information on the prevention of infectious disease through the distribution of information materials, such as brochures. MdM is working on collecting medical data and on facilitating a network of doctors and migrant support organisations.

It is envisaged that this project will be continued and consolidated throughout 2009.
