The humanitarian aid organization Ärzte der Welt e. V. is the German division of the international network Médecins du Monde/Doctors of the World (MdM). The 17 national members of the network implement domestic and international health care projects, currently over 300 projects in 75 countries around the world.
MdM provides emergency medical aid in disaster and crisis situations, supports access to health care and, if possible, assists with reconstruction measures. The network is also active in risk reduction and preparedness as well as long-term development co-operations in neglected regions around the world that receive little public attention. MdM ensures that its health services are provided equally to the most vulnerable citizens, refugees, internally displaced people and host communities, regardless of their ethnic, social, religious or political background.


MdM has been operating in Eastern Ukraine since 2015, targeting the most vulnerable communities and people affected by the ongoing conflict by improving access and quality of health care services for the population in Luhansk Oblast and Donetsk Oblast.
Since the Russian invasion in February 2022 MdM has restructured its setting in Ukraine and adjusted the programme accordingly. Currently four MdM chapters are active in Ukraine (MdM Spain (network lead), MdM France, MdM Greece and MdM Germany). The MdM network maintains a coordination office in Kyiv and each MdM chapter manages field offices in its geographical areas. MdM Germany’s programme is covering Donetsk (GCA), Dnipropetrovsk and Vinnytsia Oblasts with field offices in Dnipro, Vinnytsia and Kramatorsk. The emergency response in Ukraine is currently implemented around two main components: direct delivery of services through multidisciplinary mobile units (including PHC, SRH and MHPSS) to IDPs and strengthening the local health system through distribution of medicines and medical supplies to several health care facilities, rehabilitation of health care facilities as well as targeted capacity building measures.


In support of our work in Ukraine, MdM Germany is looking for an experienced Mental Health Coordinator, based in Dnipro with frequent visits to Vinnytsia and Donetsk oblasts and other locations within Ukraine.
The Mental Health Coordinator is responsible for supervision and quality insurance of MdM-GE's mental health programme implemented in Ukraine as well as for the development of the missions’ operational mental health strategy.

 

RESPONSIBILITIES:

  • Define the MHPSS part of MdM's country strategy in accordance with MdM's vision and mission as well as existing national plans and     policies; ensure that different components of the MHPSS program are consistent, in link with assessed needs and according to     international MHPSS standards.
  • Supervise the implementation of the MHPSS programmes in Ukraine and ensure the required quality and effectiveness.
  • Develop concepts/proposals for (further development of) MHPSS programs/projects in cooperation with the Coordination Team based on     the identified needs in the country.
  • Define/Update SOPs, mental health guidelines and modalities for programme implementation (e.g. implementation modalities, ToR).
  • Provide technical guidance to the MH Manager on implementation of MHPSS related activities, assess capacity building needs of the MH     Manager(s), develop capacity building plans and identify relevant training opportunities.
  • Contribute to donor reports and proposals as well as monthly situation report (SITREP) by providing relevant data, analysis, and     technical inputs.
  • Attend national Protection Cluster meetings / MHPSS Working Groups.
  • Represent MdM and establish/maintain good relationship and regular contacts with national MHPSS stakeholders and coordinate     programme implementation on national level.
  • Ensure close collaboration and adequate integration with the Health Team.
  • Contribute to the compliance with security rules on the mission and share all information related to security to the GenCo.

 

Hierarchical & Functional links
The Mental Health Coordinator reports directly to the General Coordinator. S/he directly manages the mental health team in Dnipropetrovsk, Donetsk and Vinnytsia Oblast.

 

 

 

REQUIRED QUALIFICATION

Your professional profile

  • Graduated in Psychology. Complementary training in clinical work is an asset (accredited courses, Master in clinical psychology).
  • At least 5 years field expierence in similar positions with an INGO (working in emergency contexts).
  • Knowledge of international guidelines and principals, good practices of mental health and psychosocial support in emergency settings.
  • Proven expierence in providing psychosocial support, directly or in a supervisory role.
  • Proven expierence in Project Cycle Management.
  • Expierence in coordination and negotations on national level (e.g. national ministries, cluster system).
  • Fluency in English (written and spoken).
  • Confident and proficient in the use of MS Office.
  • Knowledge in integrated MHPSS interventions models in promotion/prevention and treatments at primary health care level, as well community-based approach is a strong asset.
  • Knowledge of Ukrainian policies and national guidelies is a strong asset.
  • Fluency in Ukrainian and/or Russian languages is a strong asset.

CONDITIONS OF EMPLOYMENT

  • Starting date: as soon as possible.
  • Length of the contract: 12 months with possibility of extension.
  • Duty station: Dnipro with visits to other field locations.
  • Salary: according to MdM Germany’s terms and conditions.
