The humanitarian aid organization Ärzte der Welt e. V. is the German division of the international network Médecins du Monde/Doctors of the World (MdM). The 17 national members of the network implement domestic and international health care projects, currently almost 340 projects in 75 countries around the world.

MdM provides emergency medical aid in disaster and crisis situations, supports access to health care and, if possible, assists with reconstruction measures. The network is also active in risk reduction and preparedness as well as long-term development co-operations in neglected regions around the world that receive little public attention. MdM ensures that its health services are provided equally to the most vulnerable citizens, refugees, internally displaced people and host communities, regardless of their ethnic, social, religious or political background.

MdM has been operating in Eastern Ukraine since 2015, targeting the most vulnerable communities and people affected by the ongoing conflict by improving access and quality of health care services for the population in Luhansk Oblast and Donetsk Oblast.

Since the Russian invasion in February 2022 MdM has restructured its setting in Ukraine and adjusted the programme accordingly. Currently four MdM chapters are active in Ukraine (MdM Spain (network lead), MdM France, MdM Greece and MdM Germany). The MdM network  maintains a coordination office in Kiev and each MdM chapter manages field offices in its geographical areas. MdM Germany’s programme is covering the Oblasts Donetsk, Dnipropetrovsk and Vinnytsia with field offices in Dnipro and Vinnytsia. The emergency response in Ukraine is currently implemented around two main components: direct delivery of services through multidisciplinary mobile units (including PHC, SRH and MHPSS) to IDPs and strengthening the local health system through distribution of medicines and medical supplies to several health care facilities, rehabilitation of health care facilities as well as targeted capacity building measures.

In support of our work in Ukraine, MdM Germany is looking for an experienced General Coordinator, based in Dnipro with frequent visits to Vinnytsia and other locations within Ukraine.

The General Coordinator is responsible for the overall leadership and management of MdM Germany’s operation in Ukraine, including implementation of the programme, management of the team, management of the bases, security management and the relationships with partners and donors.

 

Responsibilities

  • Lead the further development of the country strategy for MdM Germany in Ukraine.
  • Ensure the effective and efficient implementation of MdM Germany’s programme in Ukraine according to approved plans and budgets and ensure that the different components of the country programme are consistent and according to identified needs.
  • Draw up scenarios and proposals including budget plans for strategic development in collaboration with relevant departments and in coordination with HQ.
  • Overall management of the mission in Ukraine including personnel, fixed assets, financial assets, and other resources in accordance with MdM-GE procedures and regulations.
  • Provide programmatic input during inception and implementation of the planned programme. Ensure proactive collaboration, mutualisation, coordination and analysis with other programmes if needed.
  • Ensure proper and regular reporting according to donor and MdM standard.
  • Ensure appropriate administrative, financial and logistical systems/procedures are in place, maintained and adhered to so that all support functions are carried out effectively and efficiently.
  • Lead the country management team and provide leadership across the mission.
  • Contribute to the MdM network strategy, policies and coordination in Ukraine and link the programme of MdM-GE closely and pro-actively to the overall programme of MdM in Ukraine
  • Represent MdM-GE and maintains/build strong relationship with local communities, local authorities and international and national organisations represented in Dnipro, Vinnytsia and Donetsk Oblast.
  • Monitor and analyse the humanitarian and security situation, anticipate the security evolutions and inform the HQ accordingly.
  • Ensure safety and security regulations and procedures are up to date and guarantee their application by all team members.
  • Contribute to the update of the security package and annexes in cooperation with the Security Advisor at HQ and ensure that field security plans and rules are communicated, known and respected.

Required Qualifications

Your professional Profile

  • Master degree in Development/Humanitarian studies, Public Health, or equivalent.
  • Minimum 5 years of working expierence in planning, implementing and managing humanitarian or development aid projects within the humanitarian sector. Expierence in managing medical programs is an asset.
  • Proven managerial expierence within complex and insecure environments.
  • Substantial expierence in safetly and security management in volatile contexts.
  • Strong project management skills and expierence including project planing, proposal development and report writing,
  • Excellent knowledge and understanding of the project cycle management.
  • Expierence in representation within the humanitarian system and in challenging negoatiations with local authorities.
  • Expierence in working with German (GFFO, BMZ, GIZ) and international donors (ECHO, CBPF).
  • At least five years expierence at a senior management level with demonstrable ability to lead a team on a complex environment.
  • An understanding of logistics and good experience in budget management.
  • Fluency in English (written and verbaly). Ukrainian/Russian and/or German are strong assets.
  • Confident and proficient in the use of MS Office.

  • Starting date: as soon as possible
  • Length of the contract: 12 months with possibility to extend
  • Duty station: Dnipro with visits to other field locations.
